Rosneft, the world's largest publicly traded oil company, is expanding its influence in Venezuela, via a subsidiary of the national oil company PDVSA. The two companies signed a joint venture agreement to develop a river basin in Venezuela.

Venezuela in 2012 became a net importer of gasoline as a result of escalating problems at its refineries and increasing demand for fuel in its internal market, joining a growing list of countries that struggle with fuel supplies despite ample oil reserves.

U.S. refiners are also benefiting from the troubles of their counterparts in Mexico and Venezuela ; much of the crude oil imported from those two countries is refined here and shipped back as gasoline.

After completion of the project, the refinery, which now runs light and medium crude oil, will be able to process 210,000 b/d of heavy and extra-heavy crude oil from Venezuela's Orinoco region.
