Arizona's coal interests agree with environmentalists on one thing: Environmental controls are making coal too expensive. For the coal-energy industry, that's a reason to hit the brakes on regulations. To others, it's a reason to stop burning coal. Nancy LaPlaca, former advisor to Arizona Corporation Commissioner Paul Newman and probable ACC candidate next year, said the costs are why California and Nevada are pushing its utilities out of coal.
