Duke Energy's controversial Edwardsport gasified-coal plant in Indiana has started commercial operation after several months of delay and years of rising construction costs. The plant converts coal into a synthetic gas, allowing it to burn more cleanly than in a traditional plant. But opponents say its environmental benefits have been oversold. And its costs, they say, have been way out of line.
