Energy Profile
Iraq has the world’s third largest proven petroleum reserves and some of the lowest extraction costs, although just a fraction of its known fields are in development. According to the March 2007, review by the International Monetary Fund (IMF), in 2006, crude oil export revenues represented around 60 percent of GDP and 89 percent of government revenues. In 2006, the U.S Department of Energy’s Energy Information Administration (EIA) reported that Iraq was the world’s 15th biggest oil producer and Iraq meets approximately 94 percent of its energy needs with petroleum. Iraq’s use of abundant natural gas resources and hydropower is limited. According to the findings of the December 2006, Iraq Study Group (ISG), led by former Secretary of State James A. Baker and former Congressman Lee H. Hamilton, the stabilization of Iraq is highly correlated with Iraq’s economic success or failure, which in the medium-term is highly dependent on its hydrocarbons industry.

Iraq Seeks Help Managing Oilfield Water Injection Projects

Dhiya Jafaar, head of Iraq?s state-run South Oil Co has said international consultancy firms have been invited to bid for a contract to help manage its multibillion-dollar oilfield water injection projects, Reuters has reported. "We have already sent letters to specific consultancy services companies and we expect to receive their offers soon," Jafaar told the news service. "The winning company will help us to manage implementing the water injection project," he said. The water injection scheme aims to help raise extraction rates and maintain reservoir pressure to overcome declines in production at fields such as West Qurna, Majnoon, Zubair and Rumaila.

Iraq: Mohammed Abdullah, deputy minister of Iraq's industry and minerals ministry has said the country plans to lure foreign firms to invest $35bn-$50bn in its gas sector to power a new petrochemicals industry from 2017-2023, Reuters has reported. "This is our current view and that could be revised upwards in the future," he said. The ministry is currently in negotiations with Royal Dutch Shell to build a petrochemicals factory that will cost at least $8-10 billion in the southern oil hub of Basra, Abdullah said, adding the firm had signed a memorandum of understanding with the ministry. Chevron Phillips Chemical Co is also interested in rehabilitating a petrochemical factory in Basra and in building a new one, he said, without providing more details.

Royal Dutch Shell is in talks with Iraqi authorities to reduce the production target for the Majnoon oilfield, in a move that may prompt discussions with other companies and lead to a downsizing of the country's unrealistic output goals, Reuters has reported, citing oil ministry documents. Shell executives met oil ministry officials on March 15 and also proposed to extend the oilfield's plateau period - the time in which its peak production can be sustained and which is to begin in 2017 - to more than 20 years from seven years now, the documents showed. "Shell proposed to extend Majnoon's plateau time to more than 20 years from 7 years and to cut required total development costs by $10bn," the oil ministry document read.
