Energy Profile
Ukraine's geographic position, linking East and West, while also holding critical warm water ports on the Black Sea, has made the country a trade link of growing importance between the former Soviet Union and Europe for energy and other goods. Ukraine is one of Europe’s largest energy consumers, and it consumes over twice as much energy per unit of GDP than Germany. In 2005, almost half of Ukraine’s energy consumption came from natural gas, and over 75 percent of this natural gas came from Russia. Since 2004, the price of imported natural gas from Russia has almost doubled. The economic impact of these price increases on the economy will depend on the pace at which Ukraine can implement energy efficiency reforms.

No Matter What The Washington Post Says, Ukraine Will Not Be Energy Independent

Ukraine will almost certainly continue to be highly dependent on Russian gas, and it will remain dependent for the foreseeable future. A more energy independent Ukraine would be more politically independent from Moscow, and would have greater room to liberalize, but it is hard to see how this is going to happen because Ukraine is not going to achieve anything like energy independence. The agreements with Chevron and Royal Dutch are positive evolutionary steps in the country's on-again off-again transition from communism, but they are not panaceas to a dependence on Russian energy that is baked very deeply into the country's economic institutions and infrastructure. If we want to deal with the world as it is we need to focus on mitigating the adverse consequences of Ukrainian energy dependence, not pretend that it is something that can be rapidly overcome.
