ZAMBOANGA CITY - The National Irrigation Administration (NIA), Department of Energy, and the Japan International Cooperation Agency (JICA) formally signed an agreement over the weekend to implement the mini-hydroelectric power plants in the various irrigation systems in the country - particularly in Mindanao.
