The coal industry and the coal-burning utilities have always spoken as one. Until now. Pending environmental regulations tell only part of the story. Economic forces are explaining the rest of it: Abundant and cheap natural gas have combined with a more compliant regulatory atmosphere to favor combined cycle gas plants.
