Xcel Energy Inc. on Friday filed with the Colorado Public Utilities Commission to charge lower rates for electricity and natural gas in the third quarter. The Minneapolis-based company, which owns Public Service Company of Colorado, said it was making the request for reduce rates because of lower fuel costs.
