Friends of Lanai wants the Hawaii Public Utilities Commission to force Hawaiian Electric Co. to file a statewide energy plan before it can seek bids for the developer of an undersea cable as part of the so-called "Big Wind" project. The Maui News is reporting that the environmental advocacy group filed its request with the PUC earlier this week. Other groups, including Life of the Land and the Native Hawaiian Legal Corp., have joined the effort. Last year, the PUC required HECO to seek new bidders...
