TransCanada Corp. is moving forward with plans to build the Keystone XL pipeline from Canada to the Gulf of Mexico, The New York Times reports. On Monday, the company said it again will seek a permit to build the pipeline, triggering speculation that the issue will remain a hot button during the presidential campaign.
