West Virginia Gov. Earl Ray Tomblin said, after returning from a trip to Houston this past weekend, that he may ask his state legislature to consider a new incentive to lure an ethane cracker plant. The Associated Press reports that Shell, the U.S. subsidiary of Royal Dutch Shell Plc in Houston, and a yet-to-be named company both have plans to build ethane crackers in the Marcellus Shale region.
