A federal judge on Thursday barred California from enforcing its low-carbon fuel rules, saying they infringed on federal authority over interstate commerce of imports of crude oil and ethanol into the state. Judge Lawrence J. O'Neill of the U.S. District Court for the Eastern District of California in Fresno hasn't issued a final decision on the case but barred enforcement of the rules until the lawsuit that began two years ago is resolved. The rules in question, part of California's landmark attempts to control greenhouse gases in the state, require refiners and ethanol producers in some cases to buy credits when importing oil and ethanol into the state...
